The Sixth Meeting of the Executive Steering Committee was held at the Headquarters of the General Secretariat of the Andean Community in Lima, and was attended by representatives of the South American countries as well as officials from observer organizations and institutions composing the Technical Coordination Committee (CCT) of IIRSA.
On the eve of the Third Meeting of South American Presidents held in Cusco on December 9, 2004, the CDE was raised as the purpose of its Sixth Meeting review progress in the initiative and start a new phase of work with emphasis on the implementation on the basis of the Indicative Territorial Planning methodology applied on Integration and Development Hubs, a process that allows for the first time in the history of South America have a Project Portfolio arising Regional Infrastructure of technical work and consensus among the twelve South American countries, such as strong show of institutional capital accumulated in IIRSA.
Among other agreements, the Executive Steering Committee approved the document "Implementation Agenda based on Consensus 2005-2010" and decided consideration of South American Presidents on the occasion of the Third Summit of South America, with the recommendation that is sanctioned by the presidents of the region , in order to begin implementation immediately.
The Executive Steering Committee also adopted the document "Indicative Territorial Planning: IIRSA Project Portfolio 2004" and decided to submit it to the consideration of South American Presidents at the time of the aforementioned Summit for possible adoption as a testimony to the achievements and progress to date the initiative has achieved compliance with the Plan of Action adopted at the Summit IIRSA Brasilia 2000.
