The Tenth Meeting of the Executive Steering Committee was held at the Hotel Las Americas in Cartagena de Indias, and was attended by representatives of the South American countries as well as officials of the institutions that make up the Technical Coordination Committee (CCT) IIRSA.

The objective of the Tenth Meeting of the CDE was to emphasize the achievements and progress of IIRSA until 2008, to deliberate on the guidelines of IIRSA medium term and approve the guidelines and work plan for 2009

At this meeting the document "IIRSA Project Portfolio 2008" was presented, which is the result of work carried out between 2003 and 2008 in the Executive Technical Groups (GTEs) of 9 of the 10 Integration and Development Hubs IIRSA was presented.
