Background

With the aim of consolidating the Project Portfolio, the Strategic Action Plan (PAE) 2012-2022 provides for the continuous update of the Project Database. The first version of the Project Database was built in 2004 on the basis of the creation of the Project Portfolio with the purpose of consolidating in a single instrument all the basic information related to each project. Between 2007 and 2010, important improvements were introduced into this IT tool, and the project files were regularly reviewed for information consistency.

In 2011, the countries approved the Integration Priority Project Agenda (API), which is made up of a subset of COSIPLAN Portfolio projects. In order to record the progress made in the implementation of the API projects, it became necessary to add two new components associated with the Project Database: (i) a module to consolidate all the information on the API projects, and (ii) a Continuous Monitoring System (CMS) for these projects.

To incorporate these new instruments, technical and programming adjustments had to be made to the Project Database platform in place. In this context, in 2013, the COSIPLAN Information System was developed, comprising three components: the COSIPLAN Project Portfolio Database, the API Structured Projects Database, and the Project Continuous Monitoring System.

 

Evolution of the COSIPLAN Project Database

+ 2004

First version of the Project Database in Excel format on the basis of the creation of IIRSA Portfolio with the purpose of consolidating in a single instrument all the basic information related to each project. This instrument enabled the user to access the project files with general information (objective, solution, current status, project stage, financing, etc.) and create reports based on the query criteria selected.

+ 2007

Creation of a new IT tool to facilitate the online update of the projects information directly by the countries. Incorporation of new search engines, more information fields, project background (maps and other documents). Intuitive and user-friendly design. Training of users from the countries in the use and administration of the Project Database (2007/2008).

+ 2009

Important improvements to the Project Database. System review and upgrade for the benefit of both the administrators and the general public by speeding up the search and administration processes. Expansion of the search criteria and enhancement of their specification. Facilitation of the integration of the system with other applications (MS Excel, PDF documents, GeoSUR Program). A better online help service. Addition of more specific data fields. Improvement of content presentation. Review of the project files for information consistency and improvement of their technical content (2009/2010).

+ 2011

Creation of API, and CCT countries’ request that a continuous monitoring module should be developed and implemented for these projects.

+ 2012

Development of the Project Life Cycle Scheduling Methodology. Development of a preliminary version of the Continuous Monitoring System (CMS).

+ 2013

Adjustments to and final version of the Project Life Cycle Scheduling Methodology. Project Portfolio Database improvements and new developments. Creation of the API Structured Projects Database and of the Continuous Monitoring System. Consolidation of the COSIPLAN Project Information System.
