Stage II
In 2006 the countries approved an Action Plan oriented towards making a qualitative leap in the IIRSA project and territorial planning process, with the following objectives:
- Articulate and incorporate economic, social and environmental development initiatives and policies in the Integration and Development Hubs, complementary to the integration infrastructure projects already identified.
- Increase the technical support of the project groups IIRSA Portfolio by broadening knowledge on the economic, social and environmental situation of the territory involved and the potential effects of infrastructure projects upon its sustainable development (production integration, social and environmental impact, etc.).
- Enhance the capacity for formulating, preparing and evaluating integration projects in order to strengthen their inherent quality.
In this sense, works in the following areas have been initiated:
Update of the IIRSA Project Portfolio
Since 2007 the Initiative started a process of Update of the IIRSA Project Portfolio, through several Executive Technical Groups (GTEs) meetings for each Integration and Development Hub (EID). These meetings allow the exchange among the countries of each Hub about the execution of existing projects, incorporation and discharge of projects and incorporation of new groups of projects, all these taking into account both the development plans of each country and the common South American objective of integration and development.
Strategic Environmental and Social Evaluation Methodology (EASE)
The Strategic Environmental and Social Evaluation Methodology is aimed at contributing to the sustainable planning of infrastructure by applying a sound tool that, based on the the area of influence of IIRSA’s project groups, may help identify, with a preventive approach, all the complementary actions required to tap, from a socio-environmental and cultural viewpoint, the positive effects of the projects while minimizing their negative impact.
Production and Logistics Integration Methodology (IPrLg)
The Production and Logistics Integration Methodology enables the identification of production development opportunities as well as the removal of bottlenecks in the logistics flows in the areas of influence of IIRSA project groups.
Strategic Management Information System (SIGE)
The Strategic Management Information System was a tool to technically support the strategic monitoring and management of the 31 projects included in IIRSA’s Implementation Agenda based on Consensus (AIC) 2005 – 2010.
Project Database
The IIRSA Project Portfolio Database is a IT system available on IIRSA’s website; it consolidates the data associated with the projects included in IIRSA Portfolio. This tool enables access to the record of each project, which contains general information about the project (objective, solution, current status, project stage, financing, etc.), as well as the generation of reports based on the search made. Each project record is kept updated by one responsible person per country or countries, depending on the geographical scope of the project.
Evaluation of Infrastructure Transnational Projects
The Evaluation of Infrastructure Transnational Projects consists of the development of a methodology for the allocation of costs and benefits of multinational projects among the countries involved in order to make their financing easier.
Geo-referenced Information System – GeoSUR Program
The GeoSUR Program consists of an effective, regional and decentralized mechanism for outreaching and applying geospatial data in South America. It counts on the participation of geographic institutes and the ministries of the region, as well as the Pan American Institute of Geography and History (IPGH, in Spanish) and the Inter-American Biodiversity Information Network (IABIN).

Training Workshops on Integration and Development of Regional Infrastructure in South America
These activities were aimed at technical experts from ministries and government entities concerned for integration in the countries of the Initiative. The general purpose of the workshops was to enhance the technical capabilities of the teams that collaborate with the IIRSA National Coordinations and its implementation also meant a contribution to institutional strengthening of these groups and space for dialogue between them, thus contributing to regional cooperation process.
