Territorial Planning

Throughout its ten years of existence, IIRSA has become an essential forum for infrastructure planning by the twelve South American countries from a shared and regional vision of the opportunities and challenges posed by the subcontinent. Under the umbrella of IIRSA, South America has, for the first time, acted as a single, integrated unit to create a Portfolio of Infrastructure Project in the transport, energy and communications sectors.

The conformation of the project portfolio has been possible through the development and implementation of the Indicative Territorial Planning Methodology as part of the work plan of the first 10 years of the Initiative. This methodology is based on identifying Integration and Development Hubs (EID), which organized the South American territory and order the Project Portfolio.

The vision of Integration and Development Hubs, deepens the link of the projects with its spaces and the better logistical functioning of the investments. Therefore the Indicative Territorial Planning has enabled the identification of groups of projects with the highest expected impact to be had with relation to sustainable development in its regional areas of influence.
