Strategic Management Information System

The Strategic Management Information System was a tool to technically support the strategic monitoring and management of the 31 projects included in IIRSA’s Implementation Agenda based on Consensus (AIC) 2005 – 2010.

With this information system, the 31 AIC projects can be monitored on a real-time basis, such as their critical tasks, infrastructure goals, restriction management, management teams, current status, solutions proposed, estimated investment, and funding sources, among others. The system stores all the data of reference (dates of management changes, technical documents, photographs of the works, actors involved, etc.) that are introduced and modified throughout the management stage.

As to the system’s operation modality, “access profiles” (active managers, national coordinator, ministers, secretariat and CCT members concerned, etc.) are entered for each project, once they are defined by the National Coordinators and the CCT. Whenever a project involves more than one country (for example, a border pass), the project manager alternates between the countries concerned every three months, in which case the information system notifies and executes the required change.

SIGE is an information system running in a web-based environment, using the IT infrastructure from the Institute for the Integration of Latin America and the Caribbean (INTAL), under the purview of the Inter-American Development Bank, which is host to the Secretariat of IIRSA’s Technical Coordination Committee. The system can be operated in Spanish, English and Portuguese, and the content of the projects will be displayed in the project manager’s language, depending on the language defined upon registration.

During November and December 2005, National Coordinators as well as authorized technicians within such Coordinations were trained in the use of the system, so as to have this online system in operation by November 28th.

 Training courses took place in Caracas for Ecuador, Peru, Colombia, Guyana, Suriname and Venezuela, and in Buenos Aires for Brazil, Paraguay, Uruguay, Chile and Argentina.

As part of the implementation programme and launch of the SIGE, the CCT will accomplish work missions to the South American countries.
